EPBD definitions and rules This study deals with the benefits and limitations of thresholds related to the 1,000 m² limit for existing buildings that undergo major renovation (Energy Performance of Buildings Directive Article 6) and the two 25 % rules regarding the definition of major renovations (recital 13). These thresholds are important instruments for ensuring that energy performance improvements are carried out in conjunction with renovation of existing buildings. A recast of the Energy Performance of Buildings Directive is about to be made and it is therefore essential to know how these thresholds has been handled until now in the European member states. As part of this study, a questionnaire was circulated in the spring 2008 to representatives from the 27 Member States of the European Union plus Croatia, Norway and Switzerland. This study presents the situation of the Member States as of June 2008. The study is based on the information provided by the respondents and not on analysis of legal texts therefore omissions may be possible.
